Engineer to Present Temporary Changes to Council for Franklin Place Intersection

Plans would restrict several left turns in intersection.

City Engineer Andy Hipolit presented a proposal who will be giving to the Common Council to temporarily restrict several left turn movements in the intersection at Summit Avenue, Union Place and Franklin Place.

Hipolit said the engineering department did a traffic count between 7-9 a.m. and 4-6 p.m. one weekday to get an idea of how many and the type of vehicular movements occurring in the intersection.

The study found that 10 percent of all movements were left turns that congested the area.

"For a little less than $2,000 in striping and signs we can remove three moments: left turn out of Franklin (Place), left turn heading on Summit Avenue into Franklin (Place), left turn from Union (Place) on to Summit (Avenue)," he said.

Hipolit said he will suggest this proposal to the common council on a temporary basis to see how it works. A traffic light, he said, would not be realistic given the close proximity to the intersections at Springfield Avenue and Broad Street.

The impact of the changes on the Chase Bank on the corner of Franklin Place and Summit Avenue will have to be evaluated as the changes would prohibit people turning left onto Franklin Place to get into the bank's parking lot. Customers would have to come down Hobart Avenue or another side street to get to the bank from Franklin Place.
